WHS Compliance for Plant & EWP Hire: What Your Software Needs to Prove
For hire businesses supplying plant, cranes, and elevated work platforms (EWPs) across Australia and New Zealand, compliance isn’t a paperwork exercise that happens alongside the business – it’s core to how the business operates safely and legally every single day. When something goes wrong on a job site, the first question is rarely “was the equipment good enough?” It’s “can you prove it was safe, inspected, and fit for purpose on the day it went out?”
That question is where a lot of hire businesses discover their systems weren’t quite ready.
The regulatory landscape, briefly
Australia’s Work Health and Safety (WHS) laws are harmonised across most states and territories, placing duties on both the hirer and the hire company to ensure the plant is safe to use, properly maintained, and appropriately inspected before it leaves the yard. New Zealand’s Health and Safety at Work Act 2015 places similar obligations on New Zealand hire businesses, with WorkSafe NZ empowered to investigate incidents and request records.
Neither framework treats “we usually check equipment before it goes out” as sufficient. Both expect a demonstrable, auditable process – and for higher-risk categories like EWPs and cranes, that expectation is considerably stricter.
What “audit-ready” actually looks like
If a WorkSafe inspector or an insurer following an incident asked for the compliance history of a specific piece of equipment tomorrow, could your business produce it within minutes rather than days? A genuinely audit-ready system should let you pull the below information for any single asset:
- Its full inspection and certification history, with dates and the person who signed off
- Confirmation of when it’s next due for inspection, and whether that’s tracked automatically
- Maintenance and repair records tied to that specific serial number, not just the equipment category
- A record of who was hired, when, and any operator competency requirements attached to that hire
If producing that record involves cross-referencing a spreadsheet, a filing cabinet, and someone’s memory, that’s a genuine business risk sitting quietly in the background.
Where hire software should be doing the heavy lifting
The most effective approach is compliance tracking built into the same system you use to run the commercial side of the business, not a separate, manually maintained register. In practice, that means:
Automatic flagging. Equipment due, or overdue, for inspection should be visibly flagged before it can go out on a contract – ideally blocking the booking altogether rather than relying on staff to remember.
Serial-level history. Compliance records should be tied to the individual asset, not the equipment category. Two identical scissor lifts can have very different inspection histories.
Operator competency checks. For EWPs in particular, many hirers require confirmation of operator licensing or competency cards before the equipment is released. Software that can flag this at the point of hire reduces a genuine point of risk.
One-click audit export. In the event of an incident investigation, being able to generate a clean compliance report for a specific asset in minutes, rather than days, matters enormously – both for regulatory response and for your own peace of mind.
The cost of getting this wrong
Beyond the obvious safety stakes, compliance gaps carry real commercial consequences: regulatory penalties, increased insurance premiums, reputational damage with major contractors and government clients who often require proof of compliance as a condition of doing business, and – in the worst cases – a business genuinely being found liable for an incident that better record-keeping could have prevented.
